Rule 911, proposed by the OABC Commissioner, is a regulatory change that would allow small breweries, such as Wilmington Brew Works, to distribute thier own products!
Delaware is one of less than 10 states to where independent brewers do not have the ability to Distribute our own product. Instead, Delaware law requires that a 3rd party wholesaler buy from breweries and sell to restaurants and retailers. All of our neighboring states have some sort of limited self-distribution. Adoption of Rule 911 will be a huge win for small and independent brewers in Delaware. We’ll be able to work closely with bars, restaurants and venues here in Wilmington to ensure they have fresh, locally made product, at reasonable prices. (No Middle-Man Markup!)

Dear Commissioner,
I am writing in strong support of the adoption of Rule 911, allowing limited self-distribution for small breweries in Delaware.
This rule change will allow Delaware breweries to effectively compete in the marketplace during an era of intense competition from out-of-state breweries. It will put Delaware breweries on a level playing field with out-of-state Breweries. Delaware is one of less than 10 states that currently don’t allow self-distribution. All of Delaware’s neighboring states allow it in some form.
The adoption of this rule will enable my local brewery, Wilmington Brew Works, and other Delaware Breweries to distribute product to my neighborhood restaurants, bars and liquor stores. This will allow for a more diverse selection, fresher product, and cost benefits for businesses and consumers alike. This is a win for Delaware small businesses and allows Delaware to continue to embrace it’s local culture.
